Immediate Report - Decision in the hearing regarding principles for the gradual closure of copper networks
Holon, Israel – December 28, 2025 – Bezeq The Israeli Telecommunications Corp. Ltd. (the "Company") (TASE: BEZQ), announced today that following the Company’s immediate report dated April 10, 2025, and the description in section 2.7.2.3 of the Corporation’s business description chapter in the 2024 annual report, as well as the update to that section in the Company’s quarterly report for the period ending on September 30, 2025, regarding the decision in the hearing on the principles for the gradual closure of copper networks, an immediate report is hereby given. On December 25, 2025, the decision of the Minister of Communications was published regarding requests to limit the obligation to deploy copper networks and cables in new construction areas and to provide services through an advanced network.
The decision, which fully adopted the recommendations of the advisory committee, is as follows:
The Company will be exempt from deploying copper networks in new construction in the areas of its fiber deployment as defined in its license. Therefore, in new construction areas where fiber is deployed, the Company will be required to deploy only an advanced network and provide all its services over it. It will not be obligated to deploy a copper network. The Company’s obligation to complete the deployment of the advanced network in a new neighborhood and provide services will be no later than the date of occupancy.
Regarding the Company’s deployment in incentivized areas, the Company will be allowed to request from the advisory committee and the Minister of Communications not to deploy copper networks in these areas under the following conditions:
1. Underground deployment of passive infrastructure in new construction areas in incentivized zones must be completed no later than the date of occupancy in the new neighborhood.
2. Deployment of an advanced network and provision of services over it will occur from the date the Company is authorized to do so according to the law. During the transition period, the Company will be exempt from deploying copper networks and providing services (including telephony) in new construction in the incentivized areas, until fiber deployment occurs in those areas as it will be required to do.
