Ruling of Minister of Communications Concerning Reform of Broadcasting Market
Further to the description in section 5.1.2 of the chapter containing a description of the Company's business operations in the Company’s 2020 periodic report concerning the appointment of a committee to assess the regulations in the field of broadcasting (“the Committee”), and further to the Company's immediate report dated July 28, 2021 concerning the Committee's recommendations, an immediate report is hereby provided that on September 1, 2021, the ruling of the Minister of Communications concerning reforms in the broadcasting market was received.
In the ruling the Minister announced, inter alia, the adoption in principle of the recommendations of the Committee, subject to changes and adjustments as specified in the ruling, and ordered staff work concerning part of the recommendations. In respect of the issue of economic models of the broadcasting market, comments may be provided until October 14, 2021, and after receipt of the public’s comments and the recommendations of the professional team, the Minister will make a decision on the matter.
In addition, the Minister instructed the professional echelon at the Ministry of Communications to start the staff work to anchor the recommendations in legislation and guidelines, in parallel with completion of the staff work on the matters specified in the letter. The Minister noted that it was his intention to act to complete the reform within a period of one year at the most.
DBS Satellite Services (1998) Ltd (“DBS”) is studying the Minister’s ruling. At this stage they are unable to assess the impact of the decision on DBS’s business, among other reasons, because on part of the issues the Minister has not yet issued a final ruling, since this is a general ruling and its recommendations require staff work, and since legislative processes are still required in order to implement the Committee’s recommendations.
